Just had this issue, it was a Steam Client update preventing the game from opening. In Steam click on: Steam > Check for Steam Client Updates I found that my client was already up to date so went to: Steam > Settings > Account > Beta Participation and removed myself from the Beta. The client redownloaded the updates and now the game opens.
