Also temporarily disable TacView, to see if that helps (Can be done via the special options page).
TacView can cause stuttering if you have a lot of units / actions. And you have set it to record everything.

This is listed as a known issues in the patch notes and should be fixed soon.
First week patch updates:
- The animations for the cannon trigger and the missile trigger to be swapped.
- Lock indication is not resetting after lock break. But logic is working correctly and radar stops locking.
- Air intake louvers animation corrections.
- Provide lower resolution textures cockpit option
- CHAFF/FLARE sequence corrections.
- When repairing after a wheels up landing, the repair completes, but the landing gear is not lowered, so after repair you are dropped back on your belly, negating the repair.
- IFF issues for clients connected to the mission hosted on a dedicated server. Single Player or Self-hosted servers do not have this issue.
- Controls Indicator overlay (RCTRL+ENTER) missing
- 3D model damage WIP (first iteration)
- Additional English HUD/HDD version (fictional for convenience)

From P57 in the manual:
"Speedbrake operation is not possible with the centerline tank installed, or gear down.
In case of general electrical failure, the speedbrakes retract automatically"

1. Irag is nowhere near fully developed yet, so campaign creators need to wait for a lot of the regions to be more developed.
Iraq South is not even released yet.
2. Campaigns take time. And they generally try to mimic, or give a sense of, real missions flown. See point 1.

'Saved Games' is a Windows special folder so DCS knows how to find it, even if you move the steam installation. So it does not need to be moved.
If you want to move the 'Saved Games' folder then you need to do it through the Windows dialog.
1. Create a current 'Saved Games' folder on the drive you want it moved to.
2. Right click on the Saved Games folder and select Properties.
3. Select the 'Location' tab and there you can click the 'Move' button.
In the destination dialog that pops up, select the 'Saved Games' folder you created on the destination drive.
It will ask you if you want to move all the files inside - click yes.

The warehouse for the airport has no C-130 / C-17s.
Give the planes a set value or set it infinite and they will appear

For whatever reason, DCS does not have write access to your saved games folder. Your logs are full of write errors like this:
Later in the log it is trying to recompile shaders and continuously getting 'Access denied' errors.
Possible reasons might be your anti-virus is blocking the write, check that you do not have windows 'protected folders' enabled, or some other reason

I also do not get an error with this mission, repeating the steps you listed
We have the exact same hardware. Only difference is I am on the latest NVidia drivers. I can also see you are running the latest version of DCS, multithreaded.
But you are running mods. UH-60 (The was causing issues a while back) and the C-130, for example.
So make sure you have the latest version of the mods.
I would remove all mods and then repeat the test.
If it is fixed then one of those mods are causing the issue.

Only thing I can suggest is to rename following folders under your saved games folder and then open DCS.
Liveries Mods Scripts Open DCS and then then just go straight to the refueling mission and see if it works. Afterwards you can rename the folders back if no change (Delete the newly created ones if there). But it if it now works then we know something under those folders are causing the issue. DCS file corruption has been eliminate with the repair, unless your anti-virus is getting involved. Might want to add DCS as an exclusion and then re-run the repair if you did not have an exclusion.
I am seeing errors in the log but they should not be causing this i.e.
"Can't execute EDCORE (Main): Can't execute Lua file C:\Users\Vindy\Saved Games\DCS.openbeta\Scripts\Export.lua - can't open 'C:\Users\Vindy\Saved Games\DCS.openbeta\ScriptsTheWayTheWay.lua'"
