Is this official information? Is there any list what all can be repaired on airfield?

I have problem with repair, but different. Su-25T is repaired after some time, but if I had damaged hydraulics system it remain inoperative even after repair. So I am not able to steer wheel or raise flaps. Last time I started with one flap half down and other one in landing position what is not good for controlled flying.
