Ive also had the same problem, but I was able to mess with the brightness when done through the keyboard commands but still wasnt able to disable the NVGs
Perhaps its an issue with Windows 10, I had only upgraded to Win10 2 months ago and I never had unusual issues with fps in Win7. Im still not having framerate problems with DCS in either 1.5 or 2.0 in even the most packed servers.
Figured out low framerate issue
Ive discovered why my computer has been running DCS very poorly. I have a GeForce GPU and it has a addon called 'ShadowPlay' and disabling that has restored my framerate to a stable 40-50fps with occasional boosts to nearly 90fps.
Ive got the same issues in DCS where it runs good\decent for the first 10-20 minutes then nosedives to 5-10 fps and wont recover.
I havent played DCS in a few weeks due to my job so I had a few patches to install but it's VERY noticably unstable now.
Also Im running DCS on the minimum now to try and keep some speed because its uncontrolable in this state.
