There is no 30% brakes = X IAS This may sound stupid - but its true and the only reason why you want to use the brakes: You are too fast - reduce thrust. Still to fast - open your speed brakes. You reach your desired speed - close the brakes :) Make yourself familiar with the stalling /landing/ corner speeds.
