Button Modifiers are now toggles?

I've just remapped my X52 stick with all my prefer set up after being away from the sim for quite some time. I have assigned modifier buttons to some buttons on the joystick. However, in game these modifiers are acting as a toggle. Either on or off. Not hold to enable.

 

Using 1.2.8 beta at the moment. Any ideas?

Just tried in 1.2.7. No issues.
