Questions about the soviet AF

I was looking at this page

and I have some questions first I am assuming a regemenit is the equivalent of a group or wing

first this chart

It shows Shturmovik regiments as a composit group/wings and the flights being composed of 3 planes.

How long did the Red AF do this practice- both fielding composite groups and flights of 3?

Also in modern times would a composit air wing be attached to a ground army or division like this claims was done in World War II.
