Helios will not install

When attempting to install Helios, I get this message

 

"This application requires DirectX components. Please run the Microsoft Directx End-User Runtime Web Installer then run this installer again."

 

Of course my Directx is up to date but I tried the web installer anyways and got this message

 

"DirectX setup has determined that a newer or equivalent version of Directx has been installed already. No instillation is necessary"

 

Well, Duh....

 

Running the Helios installer again gives me the same message.

 

Any ideas?
