It's the same as any other plane in DCS. On the briefing screen before pressing "fly" click the mission planner button. From there, select your flight (it is selected by default) and then open the arming panel on the right. You can create a custom loadout or use a premade one from the list there.

Once in mission, open the radio menu and select ground crew. You can change your armament there as well though it isn't instant. The engine must be turned off to do this.

Thank you for reply, I mean a introduction document for those weapons that didn't appear untill leatherneck MIG21 join DCS world. a introduction let me know what purpose is this weapon designed for, tank? concrete? human? armor?

gas ? cluster? radiation? and range? destruction radius?

am i right? leatherneck add some new weapon to DCS?

I did check DCS reference but fail to find some weapons introduction.

Ah ok, in that case I can give a quick guide (mostly gleaned from practice + wikipedia).

Air to Air missiles:

1) R-3R: Semi active radar (all aspect), generally effective if target is above you.

2) R-2US: Radar beam riding but uses normal radar lock. Worst missile in the game, better off shooting unguided rockets. :P

3) R-3S: R-3 with IR seeker (rear aspect only). Pretty terrible imho.

4) R-13: AIM-9G Sidewinder clone (rear aspect only), longest ranged missile on this plane. Works well.

5) R-60 and R-60m: all aspect IR missile, very short ranged and has a weak warhead, but it's fairly accurate.

Bombs:

1) RN-24/28: Tactical nukes, impact detonators and no drag chute. See manual for usage.

2) FAB-100/250/500: General purpose bombs, number indicates mass.

3) RBK-250/500: Bomblet dispenser in 250 or 500kg mass.

4) SAB-100: Night illumination flares. They use a parachute to slow decent.

5) betAB: Unknown.

Rockets:

1) S-16: 16x S-5 rockets, useful against soft targets (infantry, trucks).

2) S-32: 32x S-5's, same as S-16 otherwise.

3) S-24A/B: A big honk'n rocket for killing basically anything that needs killing. Not sure what the difference between A and B is, they seem to do the exact same thing.

Gunpods:

1) UPK-23-250: It's a 23mm cannon with 250 rounds of ammo. Point and click.

Air to Ground Missiles:

1) KH-66 Grom: Radar beam riding missile, requires use of beam mode for radar. Can be fired singly, kills whatever needs killing. Can kill large, non maneuvering planes too for the lols.

Misc:

1) SPS-141: Combined ECM and flare/chaff pod. See manual for usage.

2) ASO-2: Standard Chaff/flare strip. The MiG-21Bis does not have internal chaff/flares. Must have unless using SPS-141.

3) SPRD-99: Rocket boosters for takeoff. For when you absolutely positively have to be airborne 5 minutes ago. Jettisoned immediately after takeoff, see manual for usage. Alternatively, save them for combat as an OMGWTF thing for 7 seconds.

5) betAB: Unknown.

That's a standard Soviet/Russian concrete-penetrating bomb, used to destroy hardened bunkers and runways.
