During proofreading of the DCS: Bf 109 K-4 Flight Manual I stumbled upon the following:

 

Pages 10+11:

At the same time, the Technisches Amt (C-Amt), the technical department of the newly created Reich Aviation Ministry (RLM), concluded a series of research projects into the future of air combat. The result of the studies was four broad outlines for future aircraft: Rüstungsflugzeug I for a multi-seat medium bomber; Rüstungsflugzeug II for a tactical bomber; Rüstungsflugzeug III for a single-seat fighter, and Rüstungsflugzeug IV for a two-seat heavy fighter.

 

The plans for a single-seat fighter were published in the document L.A. 1432/33.

There is contradicting information regarding Rüstungsflugzeug III and IV on the internet. It seems the origin of misinformation is conflicting information in Wikipedia and most other sites just copy&paste from there:

Rustungsflugzeug III is what the BF 109 (aka the single seater) basically became beating out the Arado (which was one of the competitors for the contract) you mention below.

Rustungsflugzeug IV became to be the BF 110. (two seat heavy fighter)
