I don't what you excatly mean but if you want to use additional fueltanks which F-15C can take, you should choose them in 'mission editor'. They should be filled up at once but if not, you can ask Ground Crew about fuel ( engines must be turned off ). You shouldn't notice any difference in 'clock' ( device which showing the amount of fuel ) if you've got additional fueltanks.

However, the pointer won't move until the fuel from fueltanks is not burned.

The aircraft (F-15C) starts taking fuel from the external tanks first, once they are empty it will start taking fuel from the internal tanks.

 

If you are reffering to the knob under the fuel gauge, this is not a feed switch, it just shows you how much is left in each tank (wing external and internal etc)

Feed tanks. When you're doing AAR your feed tanks no longer replenish - they hold about 2700lbs of fuel between them.
