A question about the WIND ALT in Mission Editor

ME supplies three lines to setup the wind at 10m/2000m/8000m.

 

Are those alt MSL or AGL?

 

If MSL, does it mean that even a high value of wind speed is set, it will not affect A/C landing for airports that locate at high alt (e.g. Beslan/Nalchik etc)?

Just tested:

1. condition: 10m wind speed 10m/s dir 0, 2000m 0m/s; T/O airport: Beslan ALT 520m (MSL)

2. result: the wind does greatly affect the T/O of A/C. If same as what DCS manual says: 10m is sea level, then Beslan ALT 520m shouldn't be affected by that wind setup.

 

so I'm confused
