What is purpose of the small white arrow? It moves when the pressure knob is rotated, but I can't figure out what it means...

There's also one on the top of the inner scale, which I've never noticed before :D

A guess, it shows you the pressure altitude relative to the International Standard Atmosphere?

So the picture would be showing the selected pressure altitude is about 260 meters above sea level.

That makes sense, thank you!

So, if I understand it correctly, if I know the airport's altitude, I can turn the pressure knob until the arrow points to that altitude, and the altimeter will show my altitude above that airport, just as if I dialed the correct pressure (QFE)?
