Civ Traffic and model enlargement?

Since the 1.5.1 update seems civilian traffic is affected by the model enlargement setting not sure if this is intended or a bug. I don't recall civilian traffic being affected by the setting in the previous version.

Does model enlargement make civilian traffic objects look bigger?
