For the L-39C, Ka-50, and MiG-21, they all show increasing channel numbers on their radios when the dial is turned clockwise. When you turn it counter-clockwise, the channel decreases.

 

However, in the Mi-8, counter-clockwise dial movement results in decreasing channels, which seems backwards to me.

 

The Ka-50 and the Mi-8 both implement the R-828 radio differently, so it's not something specific to the R-863.

 

Note that the behavior of right click -> clockwise is "correct" to me, just that the channels are going down instead of up. (Please please please do not make right click = counter-clockwise, that's a bug in the MiG-21 implementation IMO)
