Can you record music/voice overs and/or add music to track ?s

title says it all, I used to be able to add music in Flanker 2.5 tracks and wondered if you can do this with DCS 2.00 and 1.5.

As far as I know the only way to do that is capture the replay with recording software like Fraps or Shadowplay and then edit or add music with a video editing program.

Yup, any Video Editor can add a sound track. If you're on a budget, Microsoft offers the free Movie Maker as a download if it's not already on your machine. Very basic editing but can import audio.
