I am wondering if this will work with DCS World aircraft.

It does not need any software it is plug and play and if you scroll down it uses that usb interface "usb pad properties"

 

I wanted to make the 1 toggle a gear up if its up and a gear down if its down.

 

It states

If it works in Windows it should work in DCS. It is no different than building a switch box with a Bodnar or GPWiz board. If it is DirectX HID compliant then Windows understands it and so will DCS.

I have those...works perfectly fine in dcs! Only thing is that I didn't find a way yet to have the switches work in both positions...

The problems with axe interfering like told in the other thread happen with almost all usb devices and can easily be fixed in the options tab!

You will have to mod lua files to get that to work. If you look at the default A-10C Warthog lua, assuming you have that aircraft, and compare them to the vanilla default lua, you will see how the commands have been altered to allow for handling a switch that is not in the 'on' position.
