So I made a 4477th TES livery by modifying the existing VVS grey livery. Am I allowed to distribute this? Or does everything have to be custom painted by me.

Well strictly speaking you are always liable to fall foul of the copyright laws even if you give a reference stating you have used someone else's material. It doesn't matter if stuff has already been published, it still belongs to the original author.

 

What is needed is a "creative commons" clause attached to all templates, granting usage rights subject to conditions laid down in a user agreement.

 

However, as Rudel pointed out, if there is no commercial gain, and the stuff is shared with the ED community without hindrance, then I'd be very surprised if anyone took you to task over it.

 

It is very wise of course to give a credit to the original artist in acknowledgement of their work.
