I want to create a mission the has 10 flags for tasks. What is the best way to randomly select one of the 10 flags but also have all flags eventually selected.

Example

Mission start flag 4 true /target dead/flag 8 true/target dead/flag 2 true

next time

Mission start flag 10 true/ target dead/flag 1 true/ target dead/flag 4 true

Make just 1 flag which can have the values 1 to 10. At start you assign it a random value between 1 and 10, and based on its value you can make some random misison magic happen.

 

Another way (to be able to have more than 1 flag active), you can make 10 flags and set each of them true with a 10% chance. For each of your flags make a "support flag", which can be set to a random value between 1 and 100. Then in a second trigger, if that support flag is 10 or lower, set your flag to 1.

This will be very trigger heavy, I'm sure this is better done with lua scripting
