Maybe it is bugged:

The instructor tells me to set waypoint 3 as steerpoint, and there I find an x-shaped abandoned runway with tanks on it (my targets). The problem is that, even if I keep speed below 200kias, the instructor starts to tell me how to use mavs always too late, when I've passed the waypoint and the targets are below me or on my back! Is it a known issue? Is there a solution? Thanks.

Try using active pause while instructors speaking and unpause to do what's next. The timing and scripting is off on a lot of training missions and they can be hard to follow or confusing.
