Bought Nevada Map from official shop but key is blacklisted

Hi all, a couple of questions:

1. I purchased Nevada Map but 10$ discount cannot be used to buy the f18 module. Why?

 

2. Then I asked for a refund by ticket (3 days ago) and the answer is: "please wait we will make this refund".

How many days does it usually takes to be refunded?
