S-3B Tanker Issue

It seems that the S-3B gets empty after refueling one (not fully)F-18C and then returns to base. Another problem is that it start to retract the drogue after it gets empty, without messaging the one who is connected. 3rd problem is, the tanker disappears from the radio list. It should at least say it is empty and can't refuel anymore. So how are multiple F-18Cs supposed to refuel at one S-3B which can't even refuel one F-18C completely?

S-3B only holds 13k internal fuel, and if the right wing tank isn’t oversized, that’s only another 2k. Without the Air Force, there is no access to a high capacity taker in the Fleet.
