Setting up 'chase' scenario

I'm trying to set up a scenario where I'm flying chase on another F/A-18 but I can't get it right.

The 'lead' is set up at 20,000 ft and 400kts, about a mile ahead of me. I set my plane the same.

Every time the 'lead' has his/her speedbrakes out and is only traveling at about 210kts.

 

My goal is to learn a little about formation but he/she is not cooperating. How would you set this up?

 

Appreciate the input, or other suggestions to accomplishing this.

Assign a higher speed value? Remember the speed in the Mission Editor is Ground Speed (or True Airspeed).

Make sure you set the speed for all wpts as well.
