Wing fold issues. Wings fold on land but not on carrier.

I am a bit stumped as to why my modded aircraft is allowed to fold wings when starting on the ramp hot on land but when started on the ramp hot on a ship the wing fold functionality is missing?

 

Any modder run into this situation? Any help would be greatly appreciated.
