Left and right toe breaking

I just bought some new peddals with breaking on them.

I had a hard time getting the individual left and right breaking to work correctly.

 

when I just assigned the breakes it always had 50% breaking on. And I had to do a User curve on axis tune in the controls setup. It looks like a U shape curve, and now it works atleast.

 

Is this the proper way to do it? Shouldnt it just work if you assign the axis?
