AI will not switch assignment when out of ammo

I set up a group of 4 AI aircraft to perform CAS on tanks and artillery. By default each target gets assigned one airplane from the group. For the very last tank the AI missed both times and did not have any ammo left. Instead of switching the task to the three other squad members which had bombs and missiles left, it tried to destroy the tank with the Su-25 cannon.

In some way it works as 'intended', but it should not do that by its default profile.
