I experienced this call-out only as long as another aircraft is on the runway.

But it shouldn't do that. Taxi to holding point should in any case be possible, despite the runway is blocked or not. Only exception: when there is only 1 single taxi way.

It's because you are taxiing in front of another plane that you are supposed to be behind. The other plane was cleared to taxi first so you're supposed to stop and wait for him to go ahead.

This might be a rule for DCS, yes, but as stated above, I experienced that another plane was already on the runway, but the other one got the message. Tested this a few times (in MP, not in SP). Annoying.
