[USER ERROR] ICLS does not appear to activate or Hornet not receiving localiser

I've added activate ICLS at all waypoints for the carrier, using channel 5, assigned to the Stennis.

 

In game when trying to pick up the localiser when ILS is switched on, the localiser bars never appear.

 

Track is attached.

 

Edit: Mission with mods removed and new track file attached.

 

DCS is version 2.5.4.28841 Open Beta.

Also should mention it would be best practice to unload mods before posting anyway to rule them out of the bug equation.
