those are probably your maneuver flaps. retract them with the same key-bind for DLC extend.

no it bugges out sometimes only one wing has it

The flap/slat system was problematic in the aircraft.

 

Over G's, rolling G's and rapid flap reversals would sometimes break a torque tube and result in an assymetery lock out. Run your PC procedure and go land.

You should feel some uncommanded roll tendency away from the wing with this issue when it occurs.
