Change to scanning sidewinder reticle

In the latest patch notes it says:

 

 

 

"Change sidewinder HUD movable reticle to show only center of scan pattern."

 

 

 

and I noticed that the reticle doesn't move anymore. Why the change, is it more accurate for the reticle to not move?
