Is the a first person shooter type of sim or one of these you look down from above kind?

Anyway, I would like to see how the actual game play is like once it comes out. Because I'm much prefer the command and conquer style where we build buildings and create units. I believe this game is all about strategy and use the units you have to defeat the enemy? And gradually you gain some money by defeating the enemy/goals so you can choose among more units. Correct me if I'm wrong.
