Unable to Hit Remaining Targets (JTAC / GBUs)

In a custom practice mission, I have 3 tanks as targets for JTAC/GBU-12s. The first GBU-12 always hits a tank. The subsequent passes as cleared by JTAC always miss badly. Is JTAC even lasing the remaining 2 tanks (one at a time for each pass) or am I missing something here? I don't see a commns option to tell JTAC to lase again.

UPDATE: Ok, I managed to hit all 3 tanks, one at each pass. At the 3rd pass 'Laser On' option was available again. I think GBU-12s (all LGBs I suppose) need a stable pass - I kept it steady at below 400knts and about 8000ft.
