Flight model?

The flight model is still subject to more tuning right? I'm not a Viper pilot but the Flight model especially in terms of the engine performance seems very odd especially compared to the hornet or mirage. I have found myself supercruising at mil at medium altitude and for the overhead speed of 300 knots i have to position the throttle only slightly above IDLE to maintain this speed. Also the Fuel Flow seems strange to me as even without tanks I can still sit in Burner for ages and never run out of Fuel. Am I wrong and this is normal or do they still plan on doing more work on the flight model?
