What the best way to mount TIR on top of a monitor?

Sellotape or bluetack doesn't seem ideal at keeping it steady.

I've used mine on like three different monitors and the included mount has always worked for me.

You don't need to attach anything to the mount, but you are better to use bluestack or something to tie the cable somewhere below the monitor so there is 30-40cm slack to sensor itself. So moving cable doesn't move sensor in it's magnetic mount.
