Main campaign - some missions I can not change kneeboard pages

Playing through the main campaign right now and I’m finding that in some missions I can use the kneeboard normally, but sometimes I load into a mission and I can open the kneeboard but cannot change pages at all. I have double checked the bindings and the button on my keyboard is bound but it doesn’t do anything. Since it’s intermittent it’s hard to troubleshoot. Obviously kind of important to the campaign since I usually need to see at least page 2 for target QFE.
