AFAIK not yet, they should receive it in 2021-2022.

I don't now have history on this device on what US congress budget hearing document I read it, but it was just coming.

No, Harrier does not and will not get a HMCS. There are no night attacks left outside of 203, only Radar birds in the fleet, and with 3 squadrons left and 1 more out the door in 2 years there isn't any reason to be bringing additional functionality. Most programs of record can't get new stuff past 5 years to sundown.

ik its been a hot minute since this was posted but the USMC are arming all remaining AV-8B's with hmcs systems and are keeping them in service until 2029

That’s just an RFI, until we see a PO the HMCS is just a tentative plan, not set in stone and confirmed to be happening.  If HMCS integration ends up being too expensive or too difficult it will almost certainly be scrapped.  F-22 was in the same boat, it was “planned” to have JHMCS but integration proved problematic so the project never went anywhere.
