Not sure what you mean exactly, as WW2 aircraft don't have IFF interrogaters. Every aircraft in DCS has a magic IFF transponder though, which is always active, so WW2 aircraft can be interrogated by modern jets that are equipped with IFF interrogaters, which is pretty dumb but that's the way DCS works.

There’s an IFF in the P-51D, look at p97 in the manual. It’s says that it’s non functional in DCS though, if that’s still true.

That's just an IFF transponder, which all warbirds in DCS are equipped with (maybe with the exception of the I-16). IFF transponders aren't simulated in DCS though as I explained above (with the exception of the JF-17, which has transponder functionality but only between other JF-17s).

What the warbirds don't have are IFF interrogaters to interrogate other aircraft.
