huge range difference between gbu-38 and gbu-54

i noticed that the gbu-38 has ten times or more the range compared to the gbu-54, judging by the ccrp range tape.

 

in practice this means that you can use the gbu-38 as a poor man's lofted stand-off weapon, while this is not possible with the 54.

aerdonamically these two bombs should be extremely similar, shouldn't they? is the range difference a bug, or has the 38 a different guidance logic built into it?
