It is correct behavior.

The countermeasures can be dispensed regardless the master switch.

Pretty sure that's why the CMs dispenser switch exsists and why it needs to be safe'd during the landing checklist in addition to master arm. 

 

Because CMs can be deployed regardless of mode or master Arm position. Current behavior makes a lot more sense.
