Unreliable fuel gauges in-flight?

While in flight, usually above 3,000' MSL, my L/R wing tank gauges move around with throttle usage. Somewhere below 25~30" the needles will drop to E. While on the ground, the needles maintain correct readings regardless of MP or throttle position. Is this normal?
