As name implies that's a cursor slaved to other format.

 

Scenario A:

TDC priority assigned to ATTK RDR format. If any other display has the SA format active the 'ghost' cursor is visible on that format (blue vertical bars in case of AMPCD) that corresponds the same position as the TDC cursor on RDR ATTK format.

 

Scenario B:

TDC priority assigned to SA format. If any other display has the ATTK RDR A/A format active the 'ghost' cursor is visible on that format (dotted yellow vertical bars) that corresponds the same position as the TDC cursor on SA format.

The ghost cursor is a very modern addition. Probably won't see it. What should, however, happen for the "pre-ghost cursor logic" is that a cursor only appears when TDC priority is on a certain format. This is properly done on the Az/El, but missing on the Attack and SA.
