For all countries having the MLRS FDDM in the "artillery" category, electing it gives an APC M1043 instead

It impacts the time it takes for an AI MLRS unit to begin a salvo. Without this unit in the group it takes about 3 minutes to filre, while with it the group takes about a 1 minute to fire.
