investigating Aileron and rudder flicker

With BALT A/P engaged and A/C banking, the right aileron and rudder flickers with lateral stick input. In fact this behaviour is seen in any A/P mode.

This is not a new bug, but I finally came around to report it.

 

EDIT: Actually not sure about the rudder. It might just be trying to compensate for the flicker of the aileron.
