This would be a nation that isn't officially in the war but supports one of the sides. For example in an counter Insurgency in Syria where the player is flying as a Syrian MiG-21 as Redfor the insurgents are bluefor Jordan might be neutral blue. The insurgents might occasionally hide in Jordan and the player might strike near the Jordan border but the wrong steps could cause Jordan to enter the conflict. 1 1

However that won't if the idea is to simulate a nation that is technically a non combatant but supports one side over the other. For example the United States prior to December 8, 1941 for example would sink a u-boat getting too close to the American coast while a British ship would get loaded with lend lease weapons. The ultimate goal of the idea is to set flags for rules of engagement when we get a dynamic campaign. 2 1
