KY-28 Encryption delay is the same for both standard cipher and delay

As the title states, there is no delay change when changing the KY-28 from cipher to delay. It is roughly the same interval of about 1.5-2 seconds. I don't have any exact numbers on what the undelayed communication should be from any NATOPS manual, but I do believe there should be some difference between the timing of the two. Thanks
