I just started a DCS server with a friend is there a way i can make multiple admins on my server so that they can change the missions whenever wanted, since we plan on running multiple missions on the server.

Take a look to the SLMOD, we used this method since years and works really well. All the .miz file must be already on the server but you can set UID of your admins and they can load different mission, start/restart etc. DCS WebGUI is "chained" to the running server account and you should have to share that account credentials ( typically not a good idea ), that's why I suggest to use SLMOD.
