can not reproduce F-5 won't spawn at Novorossiisk

Trying to build a multiplayer mission and cannot get a Blue F-5 to spawn at Novorossisk. Other aircraft (A-10A, UH-1) work fine and the F-5 happily spawns at other bases.

Any ideas please?

Note: Won't spawn at Gelendzhik either. Will spawn at Batumi, K-Centre, Maykop etc.
