Must you always use a start up procedure in the campaigns?

That's up to the mission creator. Usually it's intended that the player goes through the startup procedure, because most campaign authors (luckily) try to create a realistic environment.

If you really want to go for airstarts, you could try and edit the individual campaign miz files. But you might very well end up breaking mission triggers and/or ruin the overall experience.

 

Perhaps it's "more safe" to change from cold and dark to hot start in the mission editor. But still, that also might break triggers for some missions
