[REPORTED] RVT VOL light

Hi,

Orange RVT VOL light should be on as soon as the RVT switch is on DAY or NIGHT, and not only when fuel is transferring.

On the ground, the light is also on when the ground crew make a refuel, which is not the logic with that light.
