Well of course. For example rudder pedals are nearly universal between aircraft so saving and loading a profile for those works pretty well. But there are few truly common controls for these modules. If I was setting this all up again, and will be soon with a new HOTAS I’d create a profile for say the throttle with that axis and the zoom view and such on it. Then copy it into each model and edit from there. 
I can’t envision what a “control set up wizard” is  never seen one in any other game.
